U.S., China in deal on U.N. North Korea rebuke; Russia to back it

UNITED NATIONS (Reuters) - The United States and China have struck a tentative deal on a draft U.N. Security Council resolution condemning North Korea for its December rocket launch, U.N. diplomats said on Friday, and Russia predicted it would be approved by the council.

The resolution would not impose new sanctions, but would call for expanding existing U.N. sanctions measures against Pyongyang, the envoys said on condition of anonymity. They added that China's support for the move would be a significant diplomatic blow to Pyongyang.

The 15-nation council could adopt the compromise resolution next week, they said.

Russian U.N. Ambassador Vitaly Churkin confirmed the diplomats' comments in remarks quoted by the Russian state-run RIA Novosti news agency, saying that adoption was likely early next week.

"I expect we will support it," RIA quoted Churkin as saying. "I don't expect that the U.N. Security Council members will have any serious problems (with the resolution)."

"Our position is that the North Korean rocket launch is a violation of a U.N. Security Council resolution, so the council should react," he said.

South Korean Ambassador Kim Sook told reporters that the draft might take a few days to reach the council.

The United States had wanted to punish North Korea with a U.N. Security Council resolution that imposed new sanctions against Pyongyang, but Beijing rejected that option.

Beijing had wanted the council to merely issue a statement calling for the council's North Korea sanctions committee to expand the existing U.N. blacklists, diplomats said.

The tentative deal, they said, was that Washington would forgo the idea of immediate new sanctions, while Beijing would accept the idea of a resolution instead of a statement, which makes the rebuke more forceful.

Assuming the North Korea sanctions committee agrees to expand existing measures, the resolution will ultimately lead to more stringent sanctions against Pyongyang.

"It might not be much but the Chinese move is significant," a council diplomat said. "The prospect of a (new) nuclear test might have been a game changer (for China)."

After North Korea's April 2012 rocket launch, the council passed a so-called "presidential statement" that condemned the move and urged the North Korea sanctions committee to tighten the existing U.N. sanctions regime.

The sanctions committee then blacklisted additional North Korean firms and broadened a list of items Pyongyang was banned from importing.

Washington was determined not to use the same formula as last year, so it insisted that the council adopt a resolution, not a presidential statement as China had wanted.

China is the North's only major diplomatic ally, though it agreed to U.N. sanctions against Pyongyang in the wake of North Korea's 2006 and 2009 nuclear tests.

North Korea is already banned under Security Council resolutions from developing nuclear and missile technology but has been working steadily on its nuclear test site, possibly in preparation for a third nuclear test, satellite images show.

December's successful long-range rocket launch, the first to put a satellite in orbit, was a coup for North Korea's young leader Kim Jong-un.

It raised tensions in East Asia at the same time as Japan and South Korea elected new leaders. Washington wants them to mend relations after a dispute over an island claimed by both countries.

Sony on track for a comeback, chief executive says

Sony Corp, the struggling Japanese electronics and entertainment company, is headed in the right direction, although its comeback is not yet complete, its chief executive said yesterday.

Kazuo Hirai told reporters that Sony is now more nimble and focused under his leadership, which began nine months ago. Sony has lost money for the past four years and has fallen behind powerful rivals such as Apple Inc and Samsung Electronics Co in profitability and innovation.

Hirai acknowledged Sony had gotten bogged down in its sprawling bureaucracy and stressed he is making a point of personal involvement in product development to make sure good ideas do not get squelched.

?I?m shepherding several of those projects personally myself to make sure that it doesn?t get held up in the bureaucracy, or it doesn?t suddenly fade away in the approval process,? he said at the firm?s Tokyo headquarters.

A continuing headache has been Sony?s TV division, now in its ninth straight year of red ink.

Like other Japanese electronics makers, Sony is taking a beating from Taiwanese, Chinese and South Korean rivals that offer products at much cheaper prices. Hirai said Sony would target customers willing to pay more and would not get sucked into a price war.

For the previous fiscal year ended March last year, Sony reported a record annual loss of ?457 billion (US$5.1 billion) amid troubles exacerbated by factory and supplier damage in northeastern Japan from the 2011 earthquake and tsunami.

Still, Hirai was upbeat, stressing his determination to move or ?wow? people with new products.

He proudly held up Sony?s new waterproof, full-HD mobile phone, set to go on sale around the world in the next few months.

That product, as well as the 4K or ?ultra-HD? TV, whose display has four times the pixels of today?s TVs, received mostly positive feedback at the recent International CES gadget show in Las Vegas.

However, Hirai acknowledged it may take several years, or as long as a decade, for 4K technology to catch on.

He noted Sony?s advantage in running a movie studio to make sure Sony Pictures offers 4K.

Inside the underweb: Home to pedophiles, hitmen, drug dealers ? and free speech

When the German Foreign Office hosted a human rights conference several months ago, one of the invited guest organizations was the Tor Project. The Tor Project runs a secure, anonymous network and distributes free software used by dissidents and free speech activists worldwide. Activists in countries like Syria and Ethiopia use Tor regularly. The Tor Project, in fact, receives funding from the United States State Department for that very purpose.

There's a catch, however. The same secure communications Tor offers have attracted spies, criminals, and pedophiles alongside political dissidents.

Tor's network, referred to as the "underweb" in popular discussion, is a strange entity. It exists beneath the sanitized experiences of Facebook, Google, and Amazon. It exists way down deep, in a walled-off Web threaded with secure communication routes and populated with political dissidents, spies, and ne'er-do-wells.

The underweb has its own dark version of Wikipedia, too, called the Hidden Wiki, which looks a lot like the Wikipedia you know, except that it's full of links to pedophile torrent directories, self-professed ?hitmen,? endless stolen credit card numbers, archives of bestiality pictures, and drug delivery services. The South Africa Mail & Guardian's Niren Tolsi called it a place where ?you can apparently find everything you would need to take over a country or break away from an existing one to form your own.? Mostly, the Hidden Wiki is a detailed-enough guide to what's known as the underweb ??one of the fastest growing segments of the Internet.

Tor is an anonymous network that is accompanied by free software; the name Tor stands for "The Onion Router." Onion routers like Tor's layer encryption on top of encryption???communications are encrypted and reencrypted multiple times as they make their way from a user's computer to their final destination. To access the underweb, users must install Tor's software (see "How?to?access?the?underweb"?below).

Tor's backers

Communications for free speech and democracy activists are responsible for a huge chunk of underweb traffic. The Tor Project receives substantial financial contributions from the State Department, the Broadcasting Board of Governors, and the National Science Foundation; the Swedish government also helps fund Tor. Although it has only been reported anecdotally, intelligence services and law enforcement worldwide are said to rely on Tor for secure, untraceable communications.

Tor communications can be disrupted and some limited footprints of Tor activity can be traced, but both activities are a significant drain in terms of resources and finances. ?Many of the traditional cybercrime forums have moved from the normal web to the deep Web. The reasons are clear: It's harder to find who hosts these sites, who visits them and to take them down,? says Mikko Hyponen of security firm F-Secure.

Pedophiles have flocked to the underweb to trade photos and videos. Anonymous mined the underweb to launch of its most notable guerrilla projects in 2010, Operation Darknet, which involved dumping the names of more than 1,500 users of Tor-accessible child pornography site Lolita City on the more publicly accessible Pastebin, including information about how long the users' accounts were active and how many pictures they uploaded. One of the #OpDarknet attacks was codenamed ?Chris Hansen? after the former "To Catch A Predator"?host.

The Silk Road's path

Law enforcement and security representatives from financial firms, private industry, and computer security firms also regularly monitor the underweb to varying extents. When a reporter for The Verge, Adrianne Jeffries, asked a DEA spokesperson about The Silk Road, a popular illegal drug purchase-and-delivery service on the underweb, the spokesperson recognized the name immediately. The DEA allegedly monitors The Silk Road and other underweb drug-purchasing sites in conjunction with ongoing investigations. Rather than following an Amazon e-tailer model, The Silk Road is more eBay inspired and uses Bitcoin escrow transactions to connect independent sellers with buyers.

Users of The Silk Road often pay higher-than-street-value rates for illicit substances. The site has inspired a folk panic of sort, with nervous articles in many publications promoting the site's streamlined process for purchasing marijuana and LSD. In April, a similar site called The Farmer's Market was busted. Nicholas Cristin, a researcher at Carnegie Mellon University, found that Silk Road vendors made approximately $1.9 million monthly (PDF) in sales of illicit substances.

Closed peer-to-peer networks

The underweb isn't the only dark corner of the Internet specializing in hosting uncomfortable content. Darknets are closed peer-to-peer networks which, although (usually) accessed by IP address, are invisible to outsiders. Users need to be aware of a darknet's existence in order to log in to them. There's also the deep web, or invisible web: publicly accessible content that isn't indexed by Google or any other major search engines. While the deep web does not contain the pirated movies, mail-order weapon depots, or other discoveries of the underweb or darknets, it does frequently contain personal information (including credit card and social security numbers) that are of interest to bad guys.

Darknets also have big ramifications for digital rights management, piracy, and other things that keep the entertainment and software industries awake at night. In November, Microsoft researchers published a paper arguing that the secure worldwide communications that darknets provide would soon make the DRM scheme used by their employer obsolete. Cyberpunks collaborating via GitHub are working on a project called Cryptosphere, which, though not running through Tor and using a differing operating philosophy, would offer similarly secure sharing of files.

Beyond credit card numbers, underweb users can also purchase stolen logins to e-commerce sites such as Amazon, Target, and Walmart with links to active credit cards. According to security researcher Brian Krebs, credentials without credit cards start at $12 while with-credit card accounts cost much more.

However, Tor has downsides for users: Besides being anonymous, the service is so slow that it can be frustrating to use. Darknets suffer from that problem much less, which makes them more appealing for content pirates. The vexing problem for law enforcement--and anyone uncomfortable with an open communications pipeline for pedophiles and credit card thieves--is that the underweb's positive aspects walk hand in hand with its negative aspects. Anonymity and secure encryption can be used by the bad guys just as easily as by free speech activists.

How to access the underweb:

Note: Tor is a legitimate service used by individuals living under repressive governments worldwide to communicate outside the reach of intelligence services. Much of the content on Tor, however, is illegal under U.S. law. These instructions are taken from Tor's documentation.

1. Download and install the Tor browser. The Tor Project's standard Windows bundle includes Tor, a GUI for Tor, and a Firefox plug-in.

2. Configure applications such as your Web browser to work with Tor in conjunction with the Tor project's security advisories.

3. Confirm that both Vidalia (Tor's GUI) and the anonymizer are working.

4. The Tor Project also requests individual users set up their software as relays, which increases bandwidth and speed for all users of the service.

CAFE Fuel Economy 2012 - Business Insider

The average fuel economy of cars in America hit 23.5 miles per gallon, the highest figure ever recorded, according to the University of Michigan.

It's also at least the fifth-consecutive year the figure has set a record.

Michigan's eco-driving index calculates the fuel economy of all model-year vehicles sold in America, then weighs them by sales volume to arrive at its index.

The index also found?average monthly emissions of greenhouse gases generated by an individual U.S. driver has improved 21 percent since October 2007, to 0.79 in October 2012, according to Gasbuddy.?

Media stocks buoyant after 'fiscal cliff' deal

(AP) ? Shares of media companies rose Wednesday as fears of an advertising slowdown based on slower economic growth abated somewhat due to a deal to avert the so-called "fiscal cliff."

Movie studio owners could also benefit from a one-year extension of certain film and TV tax credits in the budget deal passed Tuesday.

But analysts said the market's reaction was driven more by relief over the broader agreement over taxes. Without it, TV networks' advertising revenues could have been hurt.

That's because the deal stopped steep income tax hikes on many Americans that would have started this year. Tax increases would likely have hurt consumer spending, which accounts for about 70 percent of U.S. economic activity. And advertising usually tracks economic growth.

"If we went into a recession, people would be concerned about advertising," said Evercore analyst Alan Gould. "The fact that we didn't go off the cliff means advertising demand will hold up a little bit better."

In afternoon trading, media companies' stocks rose faster than the broader market.

? The Walt Disney Co. shares rose 2.3 percent to $50.93

? Time Warner Inc. shares gained 3 percent to $49.25

? News Corp. shares climbed 3.4 percent to $26.38

? Viacom Inc. shares jumped 5.5 percent to $55.64

? CBS Corp. shares were up 2.4 percent to $38.95

The Standard & Poor's 500 index gained 1.8 percent, while the tech-heavy Nasdaq composite increased 2.4 percent.

(AP) ? Andy Reid stuck around after he was fired by the Philadelphia Eagles, meeting with players, encouraging staff and shaking hands with the man who let him go.

After 14 years, Reid found it hard to walk away.

Owner Jeffrey Lurie understood. "He had the love and respect of every individual in this organization," he said at his news conference Monday. "This man is amazing to work with, smart and dedicated, and the record will speak for itself."

Not this season's 4-12 record nor the humiliating score of the season-ending loss to the New York Giants, 42-7, on Sunday.

It was the worst finish by the team since Lurie fired Ray Rhodes following a 3-13 finish in 1998.

"When you have a season like that, it's embarrassing. It's personally crushing to me and it's terrible," Lurie said. "Our fans deserve the very best. This year, they got a team that was not very good at all. I feel terrible about that."

Lurie informed Reid of his decision shortly before 9 a.m. Reid addressed the team an hour later and received a standing ovation.

"It was emotional," running back LeSean McCoy said. "We felt his pain. It hurts a lot."

Many players blamed themselves for his ouster and a few held back tears while talking about their former coach.

"It's unfortunate. I feel we personally let him down," wide receiver Jeremy Maclin said. "It's a sad day."

Reid took over a 3-13 team in 1999, drafted Donovan McNabb with the No. 2 overall pick and quickly turned the franchise into a title contender.

He is the winningest coach in club history and led them to a run of four straight NFC championship games, a streak that ended with a Super Bowl trip after the 2004 season ? and a loss, 24-21, to the New England Patriots. The Eagles are still seeking their first NFL title since 1960.

Reid cemented Philadelphia as a destination football town and led the team to an unmatched level of success. But the team hasn't won a playoff game since 2008 and after last season's 8-8 finish, Lurie said he was looking for improvement this year.

Instead, it was worse.

"I look forward to the day when everyone welcomes him back into the Eagles Hall of Fame because that's inevitable," Lurie said.

Reid grew up in Southern California and may welcome a return home. He already has said he wants to coach next season.

"I think Andy is an outstanding football coach," Lurie said. "That's what Andy wants to do. He doesn't want to transition to other aspects of football operations. He's a football coach. He wants to coach right now. He was very excited about the future of this team and this franchise. He wanted to stay."

Reid is due to make $6 million in 2013 in the final year of his contract. He is the franchise leader in wins (140), losses (102) and winning percentage (.578) and led the Eagles to nine playoff appearances, six division titles and five NFC championship games.

Aside from team troubles, the year was a painful one for Reid. He endured a devastating loss weeks before the season opener when his oldest son, Garrett, died at training camp after a long battle with drug addiction.

In October, Reid fired close friend and longtime assistant Juan Castillo, who was in his second season as defensive coordinator after coaching the offensive line for 13 years. He later fired defensive-line coach Jim Washburn.

Still to be determined is whether Michael Vick stays with the team. He's under contract for $16 million next season, but the Eagles can release him within a few days after the Super Bowl and avoid a salary-cap hit.

In 2009, Reid and Lurie gave Vick a second chance in the NFL after the former star quarterback spent 18 months in federal prison related to a dogfighting operation. Vick took over as the starter in 2010, had a remarkable season and led the Eagles to the NFC East title. But like rest of the team, Vick regressed the last two seasons.

"There is nobody who wants to win more than I do," Lurie said. "Once you've experienced the success we've had, it makes you just realize that there's nothing more that you want than a Super Bowl, and to deliver that to our fans."

After beating the defending Super Bowl champion Giants on Sept. 30, the Eagles lost eight straight games ? their worst losing streak in 42 years.

Lurie said he has a "defined" list of candidates to replace Reid, but hasn't spoken to any coaches or set up interviews yet. General manager Howie Roseman and president Don Smolenski will assist him in the process.

"It's better to find the right leader than to make a fast decision," Lurie said. "There's no guarantee I'll make a great decision, but I'm confident I will."

A person familiar with the team's plan said the Eagles will interview Falcons defensive coordinator Mike Nolan this week. Atlanta's offensive coordinator, Dirk Koetter and special teams coach Keith Armstrong also will be interviewed. The person spoke on the condition of anonymity because the team has not announced its interview plans.

Earlier, PhiladelphiaEagles.com posted video of Lurie and Reid addressing employees, who gave Reid a big ovation. Lurie handed him a game ball.

"I have a hard time standing before people without a few boos involved. But I'm taking it, I'm taking it all in," Reid said. "These have been the greatest 14 years of my life."

He added: "Sometimes change is good. ... I know the next guy that comes in will be phenomenal. The ultimate goal is a Super Bowl. Everybody in this room, I wish you a big ring on the finger in the near future.

"Hail to the Eagles, baby."

In a development that arguably says as much (or as little) about the Eagles? players as it does about Mike Vick?s leadership skills (or lack thereof), Vick lambasted his soon-to-be former teammates on Monday.

Per CSNPhilly.com, Vick complained about the players? ?lack of effort,? which he described as ?very evident.?

?It?s all about focus, dedication and commitment,? Vick said. ?Until you get guys who are willing to better themselves week in and week out and want to win, you?re not going to win.? And I haven?t played with guys like that.? It?s unfortunate for coach thing turned out the way they are.? It could have been a lot better.? This locker room could have dictated that.?

It?s ironic, to say the least.? Vick was precisely that guy for the first six years of his career.? And some believe that he has reverted to being complacent since putting together an MVP-caliber performance in 2010.

Vick said the lack of effort from the other players ?pisses [him] off.?

And Vick said that he?s not to blame.? ?I give 110 percent effort,? Vick said.? ?My body is scarred up all year.? I?m hurt, I?m bruised, get up after every hit and still try and fight and push.? I do that for my coaches.? I do that for my teammates.? And I would expect the same thing in return.?

Vick admitted that the outcome arose at least in part from his failure to assert himself in the locker room.

?I should have done it,? Vick said.? ?But I tried to take the modest approach, I tried to lead by example.? I held a team meeting and tried to help guys recommit.? It was still the same thing over and over again.? I?m not going to tell a grown man the same thing twice because the reason I ended up incarcerated was because people told me the same thing over and over again and I didn?t listen.? I feel like if you don?t learn in the first go-around, you disregard it.? You just deal with the consequences because there will always be consequences.?

But here?s where Vick?s logic falls apart.? Vick was in the past surrounded by a bunch of ?yes? men and enablers.? A football team commands leadership ? and it holds accountable those who don?t respond.

Ultimately, Vick?s remarks aren?t the ideal way to persuade other teams that he?s suited to provide leadership in a new city.

Pope hopes for 2013 of peace, slams unbridled capitalism

VATICAN CITY (Reuters) - Pope Benedict said in his New Year's message on Tuesday he hoped 2013 would be a year of peace and that the world was under threat from unbridled capitalism, terrorism and criminality.

The 85-year-old pope rang in the new year with a mass for about 10,000 people in St Peter's Basilica on the day the Roman Catholic Church marks its World Day of Peace with initiatives around the world.

He also spoke of peace after the mass, addressing tens of thousands of people who had followed the service from outside in St Peter's Square.

"A new year is like a trip. With the light and the grace of God, may it be the start of a path to peace for every person, every family, every country and for the entire world," he said from his window overlooking the square.

He thanked the world's peacemakers, saying they deserve praise for working, often behind the scenes, tirelessly, thanklessly and armed only "with the weapons of prayer and forgiveness".

Peace marchers carrying rainbow banners released blue balloons in a sunny but cold St Peter's Square as the pope spoke.

Earlier in his homily, the leader of the world's 1.2 billion Roman Catholics decried "hotbeds of tension and conflict caused by growing instances of inequality between rich and poor".

He also denounced "the prevalence of a selfish and individualistic mindset which also finds expression in an unregulated capitalism, various forms of terrorism and criminality".

Benedict said he was convinced of "humanity's innate vocation to peace" despite many problems and setbacks. A personal relationship with God can help all believers deal with what he called the "darkness and anguish" that sometimes defines human existence.

"This is the inner peace that we want in the midst of events in history that are sometimes tumultuous and confused, events that sometimes leave us shaken," he said.

In his full message for the peace day, the pope called for a new economic model and ethical regulations for markets, saying the global financial crisis was proof that capitalism does not protect society's weakest members.

He also warned that food insecurity was a threat to peace in some parts of the world and strongly reaffirmed the Church's opposition to gay marriage. Heterosexual marriage had an indispensable role in society, he said.

Thousands of people took part in a peace march to the Vatican led by the Catholic peace and charity group, the Sant' Egidio Community, which negotiated the end of the civil war in Mozambique in 1992.

Other peace marches took place in Italian cities, and Catholic dioceses around the world held their own events.
